Exchange (Extension) of a Certificate for a Temporary One Living in Ukraine

All foreigners who work, study or stay in Ukraine under other circumstances must obtain a temporary residence permit in the territorial body of the LCA. The document gives the right to stay legally in the country for one to three years.

When Necessary to Exchange (Extend) a Certificate for a Temporary Residence

Importantly! Documents are submitted to the LCA within the stipulated period – no later than 15 working days before the certificate’s expiration. It is better not violate this deadline because the documents will not be accepted for exchange.

Also, the exchange of a temporary certificate is required under the following conditions:

• change of surname, name or patronymic of a foreigner;
• inconsistency of data in the certificate and passport or another identity document;
• loss of identity card;
• impossibility of further use (invalidation, lack of space for affixing marks, etc.).

Documents for the exchange of a temporary residence permit are submitted within 30 days from the date of occurrence of the above circumstances.

In Which Cases, a Certificate Can no Longer Be Extended and is Not Subject _ to Exchange

The territorial body of the LCA reserves the right to refuse to exchange (extend) a temporary certificate. For example, this can happen in the following cases:

• Threat to national security, public order, peace and health of citizens of Ukraine.
• Provision of a forged passport, spoiled or unidentified sample by a foreigner.
• Contradictions of data provided by a foreigner to the Register database.
• Failure of a foreigner to comply with court decisions, administrative fines and other obligations to the state, individuals or legal entities.
• Staying inside the country with violations of deadlines or the presence of a valid decree on forced deportation.

Refusal may be justified by the presence of an existing residence permit in the country, violations of the deadline for submitting documents, or their incomplete list.

The territorial body of the LCA may revoke the permit in the following situations:

• Obtaining confirmed information that the permit was obtained based on incorrect data or false documents.
• Dismissal of a foreigner or liquidation of the enterprise in which he is registered (for foreigners who came to the country for employment).
• Court decision on imprisonment.
• Threat to the health and safety of Ukrainian citizens.
• Deciding on forced deportation outside Ukraine.

Importantly! the decision on cancellation is made within five days from the date of receipt of the grounds. And within five days, the authorized body is obliged to convey information to the foreigner by registered letter. After receiving the notification, you are given a month to leave the country.

List Necessary Documents

The following documents will be required to renew your temporary residence permit in Ukraine :

1. Valid temporary certificate (except in cases of loss or damage).
2. Application for renewal (exchange) of the permit.
3. Foreign passport and its notarized Ukrainian translation.
4. Medical insurance is issued for the entire term of the permit.
5. Documents and legal facts confirm the need for exchange (except for the expiration date and rendering the certificate unusable).
6. Form for payment of an administrative fee.

In case of applying to the authorized bodies of the legal representative of the foreigner, you will also need his passport and a document confirming the legal status.
